ISSUE:

As presented in the CC, Annexes B and C of Part 1 are normative, as are the APE and ASE families in Part 3. This is a duplication of normative material. Furthermore, Annexes B and C, although stated as normative in the title, contain some non-normative material.

STATEMENT

The following statement concerns Part 1, Annexes B and C in their relationship to the APE and ASE families in Part 3:

All presently normative material in Part 1, Annexes B and C should be reviewed to ensure it is incorporated into the appropriate families (APE, ASE) in Part 3. Part 1, Annexes B and C should then be reworked to be informative.

Note: Needs to address the "shalls" in Paras. B.2.1 and C.2.1

SUPPORT:

There are four potential solutions to this problem:

  1. Rework Part 1, Annexes B and C to eliminate all non-normative material.

  2. Rework Part 1, Annexes B and C to make them non-normative, and put ensure the normative elements are all captured in Part 3, APE and ASE (respectively).

  3. No longer label Annexes B and C as normative in their entirety, labelling only specific portions that are normative.

  4. Provide introductory material to Annexes B and C to clearly indicate the convetions used to indicate non-normative material, such as application notes.

Options 1, 3, and 4 have the disadvantage of duplicating normative material, increasing the likelihood of an inconsistency between the parts. Additionally, Options 3 and 4 increase the likelihood of confusion that could arise when normative and non-normative material is mixed.

Option 2 eliminates redundancy between the two parts. Specific levies on developers and on content/presentation can be accomodated through the Part 3 style of presentation.
