ISSUE:

There is a disconnect between CC Part 1 and Part 3. Specifically, Part 1 para. 217 a) calls for the TSS to contain a description of "how" the function is implemented. However, the corresponding Part 3 elements and CEM words do not call out the provision of the "how". The documents need to be brought into alignment.
