Finding a CCTL

When selecting a Common Criteria Testing Laboratory (CCTL) for consulting prior to an evaluation, or for performing the evaluation, or both, the sponsor should use a careful screening process. Factors worthy of careful consideration include, but are not limited to the following:

  • The experience of the CCTL personnel with both the technology and the target (i.e., product's) Evaluation Assurance Level (EAL).
  • The fees, which typically is a factor of time and is directly related with/to the EAL level sought after.
  • The estimated schedule, i.e., when the lab will be able to commence evaluation of your product.
  • Willingness of the CCTL to provide the sponsor with all evidence generated during the evaluation. CCEVS Scheme Pub 4 advises such an agreement to be included in the contractural agreement between sponsor and CCTL.

As well, any other factors you deem pertinent should be reviewed and considered before the sponsor enters into a contractual relationship with a CCTL. Details of the contract between the CCTL and the sponsor are left to the two parties to negotiate, with no involvement by the Validation Body.
