The CC is useful as both a catalog of requirements to facilitate common expression and as a means of achieving common assessments.

Additionally, evaluation is only one form of assessment. The CC use within the context of CCRA (evaluation assumed) should not drive the document to the expectation of evaluation as the sole purpose.
