Labgram #102/Valgram #122 - Acceptance of Check-out Packages

Validators and CCTLs,

In accordance with the Check-in/Check-out Guidance, a Check-out package includes a 'final' Security Target (ST) and 'complete' Evaluation Technical Report (ETR). Final and complete means all evaluation activities have been completed and the verdict for each activity is 'Pass.' Check-out packages therefore must contain all claimed CAVP/CMVP certificate numbers and any 'known' issues requiring a TRRT response must be resolved. ST's with 'TBDs" and ETR's with 'inconclusive' or 'fail' verdicts will not be accepted.

NIAP fully encourages collaboration between evaluators and validators throughout the evaluation. NIAP provides the option for one or more Sync Sessions to resolve questions or issues that are impeding the successful completion of an evaluation. In addition, CCTLs must comply with NIAP Policy #18, "Time Limits on NIAP Evaluations" and all other NIAP policies and guidance when developing evaluation schedules.
