The purpose of Policy Letter 16 was to provide the criteria and process by which NIAP prioritizes monthly VOR submissions received by Common Criteria Testing Laboratories (CCTLs). This policy letter was put in place because in our old VOR process, the number of VOR requests each month exceeded the number of NIAP validator resources available to conduct the VORs.
