Issue Description
The Network Interpretations Team (NIT) has issued a technical decision regarding transport mode and tunnel mode in IPsec communicationin the NDcPP v1.0 and FW cPP v1.0. Resolution
To align with the NIT interpretation #33, NIAP supports the interpretation written below. For further information, please see the NIT interpretation at: https://www.niap-ccevs.org/Documents_and_Guidance/ccevs/NITDecisionRfI33.pdf. NDcPP v1.0 is a document released by the Network iTC and it requires exact conformance. If a vendor claims to be compliant with the requirements of this document, then all of the requirements need to be fulfilled. As a consequence, transport mode needs to be supported to claim compliance with NDcPP v1.0. Justification
