FAU_STG_EXT.1 is listed as an optional requirement. In the description of the SFR it states, “The following SFR shall be included in the ST if the TOE claims conformance to the App PP and not the NDcPP.” This seems to indicate that the SFR is mandatory, not optional, and should be listed as a selection-based requirement.
